ICE has been terrorizing Americans across the country on behalf of the Trump Administration.
Below is all of the publicly available information that the Philly Plain Dealer could access as of 1/25/2026 about ICE, CBP, and the DHS operating in Philadelphia.
Philadelphia Field Office
ICE’s Philadelphia Field Office is FDC Philadelphia, located at 700 Arch Street. Visitation hours Monday through Friday are 6:15 a.m to 8 p.m, Weekends and Federal Holidays 7:15 a.m. – 2 p.m. You can only visit a detainee at this facility, if the detainee has placed you on their visitor list and you have been cleared by BOP.
According to a December 2025 court filing Jamal Lawerence is Warden of the Philadelphia Federal Detention Center.

Back in June, the Philly Plain Dealer reached out to ICE about discrepancies in their FY 2025 report. Our questions were never answered.
According to the Bureau of Prisons, there are currently 928 people detained at FDC Philadelphia. “FDC” stands for “Federal Detention Center” which differs it from the other local jails and prisons which are City-run like Curran-Fromhold and Philadelphia Industrial Correctional Center. FDC Philadelphia is currently the second most populated detention facility in Philadelphia behind Curran-Fromhold which has 1,467 people locked up at the moment. Reports from early 2025 said that “ICE will use about 125 beds at the Federal Detention Center in Philadelphia to house male detainees.” FDC Philadelphia has a total designed capacity to fit 1123 inmates per a 2024 audit.
In January a man named Parady La died in ICE custody at FDC Philadelphia, according to WHYY. After his death, ICE released a statement disparaging La that listed ever crime he’d ever committed, the bulk were non-violent.

Understanding the relationship between the DHS and ICE is important. ICE is essentially an offshoot of the Department of Homeland Security. The DHS is the parent company like PepsiCo, then ICE is their subsidiary like Frito-Lay, and the ICE Agents are the Doritos in this analogy.

The Department of Homeland Security is the head of this snake, CBP and ICE are simply weapons at their disposal. The Secretary of the Department of Homeland Security is Kristi Noem.
